Elective Procedure Plan, New Testing Priorities & PPP Fund Update

News continues to change rapidly about state and federal plans related to COVID-19 and its impact on healthcare and businesses. OSMA continues to monitor state and federal policies and pass along the news you need to know.


Governor DeWine Announces Revisions
to Essential/Nonessential Service Order

Today, Governor DeWine announced a revision to the existing order related to essential and nonessential services. The new order isn’t available yet but Dr. Acton did provide clarifying guidance that addresses surgeries and procedures at hospitals, outpatient surgery facilities and other settings, including procedures that have been postponed since the original order was issued and diagnostic procedures for individuals with new or other chronic conditions that may have a significant impact on a patient’s quality of life. Additionally, the governor indicated that a more expansive order addressing additional health care procedures and services would be forthcoming in the next two weeks.

We will continue to work with the administration as it works on further expansion of the orders related to procedures and surgeries, as we know resuming normal schedules is critical to patient health and the current and future viability of your practices.  


New COVID-19 Testing Priorities

Today, ODH Director Acton announced new levels of testing priorities as Ohio continues to expand its testing capabilities.

  • Priority 1 - individuals with symptoms who are hospitalized or healthcare workers.

  • Priority 2 - individuals with symptoms who are in long-term care, first responders, 65 and older or living with underlying conditions.

  • Priority 2A - individuals and staff without symptoms who are in long-term care facilities.

  • Priority 3 - other individuals with symptoms and individuals with mild symptoms in areas with high COVID-19 hospitalizations.


Live Business Webinar: Additional PPP Funds, How to Apply & More

Yesterday, the U.S. Senate voted to replenish the funds to the PPP program, and we believe it will clear the House and get the President’s signature by the end of the week. This is good news for the many small businesses who were not able to get approval for PPP funding before the first round of funding ran out.

The seminar will address a variety of compliance topics such as:

Q:  Do I need to rehire all my staff as soon as I get my PPP funds? 

A:  No, this is not a requirement of the PPP Program, and it is probably not a good idea to do so just to enhance your loan forgiveness options. While the rehiring and payment of your staff is an important factor in determining the overall amount of loan forgiveness, from an economic perspective, recalling your employees is best done when you are ready to reopen your practice and start seeing patients again.
